Massachusetts OT licenses expire on the licensee’s birthday every two years — a birthday-based system confirmed by the Massachusetts Allied Health fee schedule. Renewal requires completing 24 continuing competence points during the preceding biennial cycle, paying the $100 renewal fee, and certifying compliance with all CE requirements through the ePLACE online portal. Massachusetts has no grace period — the license expires on the renewal date and practice must cease immediately.
Massachusetts uses a continuing competence points system rather than simple CE hours. One point equals one contact hour. The 24-point requirement includes a mandatory 2-point component in ethics, laws, and regulations governing OT practice in Massachusetts. Points must be earned from Board-recognized activities and providers, with category-specific limits under 259 CMR 7.00.
Practicing with an expired license is a serious violation in Massachusetts. Licensees who practice with a license expired for more than 90 days may face civil administrative penalties of up to $2,500 per violation. There is no formal grace period — plan renewal well before your birthday expiration date.
OT Compact — Massachusetts Status
No official Massachusetts government source reviewed by AlliedLicenseGuide indicated OT Compact participation as of June 2026. There are no compact renewal implications for Massachusetts licensees. All OTs — including travel OTs — must maintain a full individual Massachusetts license.
Continuing Competence Requirements
Per 259 CMR 7.00, Massachusetts OTs must complete 24 continuing competence points every biennial renewal cycle. One point equals one contact hour. All 24 points must be earned during the 24-month period preceding the renewal date — points cannot be carried over from a prior cycle.
Mandatory Topic
Of the 24 required points, at least 2 must be in ethics, laws, and regulations governing the practice of occupational therapy in the Commonwealth of Massachusetts, or a combination of both. This requirement applies to every renewal cycle (not just first renewals). These 2 points are included within the 24-point total, not in addition to it.
Approved CE Providers and Activity Types
Per 259 CMR 7.03(2), Board-recognized continuing competence activities include programs endorsed or sponsored by:
- ACOTE-accredited or CAPTE-accredited OT or PT school, program, or department
- Activities reviewed and approved by the Federation of State Boards of Physical Therapy (FSBPT), the American Physical Therapy Association (APTA), the American Occupational Therapy Association (AOTA), the Board of Certification, Inc. (BOC), or a state, regional, or professional society in the field of physical or occupational therapy
- Activities approved by a governmental agency in any US state, province, territory, or Canadian subdivision responsible for licensing physical therapists or occupational therapists
- Activities reviewed and approved by a local, state, or federal governmental health agency, health institution, or accredited community or teaching hospital
Note: The regulation (259 CMR 7.00) applies jointly to physical therapists and occupational therapists — APTA- and FSBPT-approved activities are explicitly eligible for OT continuing competence credit under 259 CMR 7.03(2)(b). The Board may also approve other organizations by policy published on the Board’s website.
CE Category Limits (per 259 CMR 7.00)
| Activity Type | Maximum Points |
|---|---|
| Academic coursework | Up to 6 points per cycle |
| Teaching or presentations | Up to 10 points per cycle |
| AOTA or APTA-approved continuing competence activities | Up to 6 points per cycle |
| Board-recognized continuing competence programs | Up to 24 points per cycle |
First Renewal Exemption
Licensees initially licensed by examination (not reciprocity) who are renewing for the first time are exempt from continuing competence requirements for that first renewal cycle. This exemption does not apply to licensees who obtained their Massachusetts license by reciprocity. From the second renewal cycle onward, all licensees must complete the full 24-point requirement.
CE Documentation and Audit
As part of your online renewal through ePLACE, you must attest under the pains and penalty of perjury to satisfaction of all continuing competence requirements. The Board may review and/or randomly audit documentation and may request records for the two prior licensure renewal periods — per 259 CMR 7.02(5). Retain documentation of all continuing competence activities for at least two prior renewal cycles. Failure to complete or provide required documentation may result in non-renewal or disciplinary action.
How to Renew
- Complete 24 continuing competence points during the preceding two-year period — including 2 mandatory points in ethics/laws/regulations governing Massachusetts OT practice
- Retain documentation of all continuing competence activities
- Log in to the ePLACE Health Professions Licensing System at healthprofessionlicensing.mass.gov
- Complete the online renewal application and certify completion of all CE requirements
- Upload any required discipline documentation if you have had professional discipline taken against any license in any jurisdiction since your last renewal
- Pay the $100 renewal fee by electronic payment through the portal
- Submit before your birthday expiration date — there is no grace period
- No grace period — practice must cease on expiration. Unlike many states, Massachusetts has no formal grace period. If your renewal is not received by your birthday, your license expires and you must immediately stop practicing. The $57 late fee applies for submitting after expiration, but this does not authorize continued practice.
- 90+ days expired triggers a $2,500 penalty. Practicing with a license that has been expired for more than 90 days may result in civil administrative penalties of up to $2,500 per violation. Do not let your license lapse.
- 2 mandatory points in ethics/laws/regulations — every cycle. This is not a one-time requirement. Every renewal cycle requires at least 2 points specifically in ethics, laws, and regulations governing Massachusetts OT practice.
- First renewal exemption applies to examination licensees only. If you obtained your Massachusetts license by reciprocity, you are not exempt from CE for your first renewal — the exemption is only for those initially licensed by examination in Massachusetts.
- Discipline in any jurisdiction must be reported. If you have had professional discipline taken against any license in any jurisdiction since your last renewal, you must indicate this in the renewal attestations and upload the relevant documentation.
- Points cannot be carried over. All 24 continuing competence points must be earned in the 24 months preceding your renewal date. Points from prior cycles do not carry forward.
