West Virginia PT Licensing Overview

West Virginia requires a state-issued PT license or an active PT Compact privilege to practice physical therapy within its borders. The West Virginia Board of Physical Therapy (WVBOPT) administers licensure under W. Va. Code Chapter 30, Article 20, and its implementing regulations in Title 16 of the Code of State Rules. PT Compact

West Virginia enacted the Physical Therapy Licensure Compact in June 2018 and became an active compact member state on March 10, 2020. West Virginia-domiciled PTs who hold an active, unencumbered license and meet compact eligibility requirements may purchase compact privileges to practice in other participating states without separately applying for licensure in each of those states. All compact privileges expire on the same date as the West Virginia license itself.

One important distinction the Board makes explicit: obtaining a West Virginia license through the Universal Licensure pathway (§30-1-27) does not automatically grant compact privileges. PTs who want to practice in other compact states must apply separately through ptcompact.org. The WV Board charges a $50 PT Compact processing fee (16CSR4 §2.2.16) in addition to any fees charged by the Compact Commission itself.

For out-of-state PTs wishing to practice in West Virginia under a compact privilege from their home state, privileges are purchased through ptcompact.org as well.

Licensing Requirements

  • Education: Graduation from a physical therapist program accredited by the Commission on Accreditation in Physical Therapy Education (CAPTE). Foreign-educated applicants must demonstrate at least the equivalent of a U.S. bachelor’s degree in physical therapy via a Board-approved credentialing agency, and must demonstrate English proficiency unless their native language is English. Universal Licensure (§30-1-27)

Temporary Permit

West Virginia issues temporary permits to two categories of applicants: new CAPTE graduates awaiting NPTE results, and PTs with an unencumbered out-of-state license who are also CAPTE graduates. A temporary permit is valid for 90 consecutive days and cannot be renewed. All practice under a temporary permit must occur under on-site supervision of a currently licensed West Virginia PT.
