This guide explains Oregon physical therapist license renewal requirements, continuing education rules, fees, deadlines, and lapsed license procedures. Oregon PT licenses expire on March 31 of even-numbered years on a biennial cycle — the current certification period runs April 1, 2026 through March 31, 2028. All renewals are completed online through the OBPT Licensee Portal.
The renewal fee is $200 plus the actual costs of the OHA Healthcare Workforce Demographics Survey and nationwide background verification, as established by OAR 848-005-0020. Licenses renewed after March 31 of an even-numbered year are subject to an additional $50 lapsed license fee. Oregon does not use a traditional grace period — any renewal received after the March 31 deadline is treated as a lapsed license renewal.
Oregon requires 24 Continuing Competency (CC) hours per full biennial period, two of which are mandatory: the OPMC Pain Management Module (1 hour) and Cultural Competency (minimum 1 hour). CC documentation is uploaded directly through the Licensee Portal during the renewal process — unlike some states, Oregon does not use a third-party CE tracking system like CE Broker.
Oregon PT Renewal Requirements
Continuing Competency — 24 Hours Per Biennium
Oregon requires 24 Continuing Competency (CC) hours per full biennial certification period. The current certification period runs April 1, 2026 to March 31, 2028. All CC must be completed within the current certification period — courses cannot be carried over from a prior period. However, Oregon allows courses taken before Oregon licensure to count toward renewal if completed within the 2 years prior to license expiration.
Oregon’s CC framework allows flexibility in course format — all CE may be completed online if otherwise qualifying. The Board does not pre-approve individual courses but requires that courses be sponsored, certified, or approved by an established and recognized health-related organization, professional association, or state agency. CAPTE-accredited PT or PTA education program courses do not count toward CC — these must be continuing education, not initial professional training.
Once per renewal period, licensees may take the OR-JAM (Oregon Jurisprudence Assessment Module) for CE credit. Passing the OR-JAM counts for 3 CC hours in the Non-Clinical Jurisprudence category. The OR-JAM fee is $48, available at fsbpt.org. This is a useful option for licensees who want to combine jurisprudence refreshment with CC credit efficiently.
Non-Clinical CE Cap
Non-clinical content is capped at 8 CC hours per biennial period. Licensees who complete more than 8 hours of non-clinical CE may count only 8 of those hours toward the 24-hour requirement. The remaining hours must come from clinical content.
Mandatory Topics — OPMC Module and Cultural Competency
Two CE categories are mandatory every renewal period regardless of other CC activities:
- OPMC Pain Management Module (1 hour, free): Required by Oregon law (ORS 413.572) at every renewal for OBPT licensees and licensees of 16 other Oregon healthcare boards. The module is available free at the Oregon Pain Commission’s website. The completion certificate must be uploaded during renewal. Note: applicants licensed after April 1, 2024 who already completed this module at initial licensure will have it count toward renewal if taken within the certification period.
- Cultural Competency (minimum 1 hour): At least 1 hour of Cultural Competency content is required per renewal period. The Board maintains a dedicated Cultural Competency page with approved course information. This 1 hour counts toward the 24-hour total.
OHA Healthcare Workforce Survey
Oregon requires completion of the Oregon Health Authority (OHA) Healthcare Workforce Demographics Survey as part of renewal. This survey is integrated into the renewal process through the Licensee Portal. The survey fee is included in the variable cost component of the renewal fee established by OAR 848-005-0020.
CC Documentation Upload
Continuing Competency documentation — including completion certificates — must be uploaded through the OBPT Licensee Portal as part of the renewal application. Licensees can enter CC courses throughout the certification period rather than waiting until renewal, which saves time and allows progress tracking.
When Should You Renew?
Oregon PT licenses expire March 31 of even-numbered years. The next renewal deadline is March 31, 2028. OBPT recommends completing CC requirements and beginning the renewal process well before the deadline. Licensees who wait until the last days of March risk encountering portal issues or incomplete documentation that pushes their renewal into lapsed status, triggering the additional $50 lapsed fee.
How to Renew Your Oregon PT License
- Complete 24 CC hours during the April 1 – March 31 certification period, including the OPMC Pain Management Module and at least 1 hour of Cultural Competency content
- Enter your CC courses throughout the period using the OBPT Licensee Portal — don’t wait until renewal week
- Log in to the OBPT Licensee Portal to access the renewal application
- Upload completion certificates for all CC activities
- Complete the OHA Healthcare Workforce Demographics Survey within the portal
- Pay the renewal fee (base $200 plus variable survey and background verification costs) by Visa, MasterCard, Discover, or Check
- Submit before March 31 of the even-numbered renewal year
Lapsed Licenses
Oregon does not use a traditional grace period. Any renewal application received after March 31 of an even-numbered year is treated as a lapsed license renewal and incurs an additional $50 lapsed license fee (per OAR 848-005-0020), in addition to the standard renewal fee. Lapsed licenses may be renewed under lapsed procedures for up to 5 years after expiration. After 5 years, the license is considered expired and a new full application for licensure is required — including all initial licensure requirements. See the Board’s Renewal of a Lapsed License page for current lapsed renewal CE requirements.

PT Compact and Oregon Renewal
Oregon is a founding PT Compact member state. For Oregon-licensed PTs using their Oregon license as their Compact home state license, renewing your Oregon license on time is essential — Compact Privileges expire when the home-state license expires. Both the Oregon license and any Compact Privileges must be renewed to continue practicing in other Compact member states. See Oregon PT initial licensing for full Compact privilege details.
For out-of-state Compact Privilege holders practicing in Oregon, your home state license renewal governs your Compact eligibility. Oregon practice requirements, including scope of practice, apply while you are practicing in Oregon regardless of your home state’s rules.
Common Oregon PT Renewal Mistakes
- Missing the OPMC Pain Management Module. This 1-hour free module is required at every renewal — not just initial licensure. Many PTs forget it until the last minute. Complete it early in the certification period.
- Waiting to enter CC courses until renewal week. You can enter courses throughout the certification period. Doing so reduces end-of-cycle pressure and catches documentation gaps early.
- Exceeding the 8-hour non-clinical CE cap. More than 8 hours of non-clinical CE in a biennial period cannot all count toward the 24-hour requirement. Plan your CE mix accordingly.
- Missing the March 31 deadline by a few days. There is no grace period — even one day late triggers the $50 lapsed license fee. The portal may also become congested near the deadline.
- Letting your Oregon license lapse if it’s your Compact home state. Lapsed Oregon license = lapsed Compact Privileges in every other member state. Don’t let this happen.
- Assuming the OPMC module from initial licensure counts for first renewal. It does — but only if you were licensed after April 1, 2024 and the module was completed within the current certification period.
- The renewal fee is $200 base plus variable costs for the OHA Workforce Survey and background verification — the total will differ slightly from the base fee. Confirm the current total in the Licensee Portal before renewal.
- Oregon allows CE taken before Oregon licensure to count toward renewal if completed within 2 years of the license expiration date. This is helpful for PTs who relocate to Oregon mid-period.
- All CE may be completed online — there is no online CE hour cap in Oregon, provided courses otherwise qualify.
- After 5 years of lapse, a new full application is required. This is a significant threshold — don’t let a license lapse go unaddressed for years.

Yes. The Oregon Pain Management Commission (OPMC) Pain Management Module is required by Oregon law (ORS 413.572) at every renewal for all OBPT licensees. It is a free 1-hour online course. The completion certificate must be uploaded during the renewal process. This is the same module required at initial licensure. Can I carry over CE hours from one Oregon PT renewal period to the next?
No. Oregon does not allow CC hours from one certification period to be carried over into the next. All 24 hours must be earned within the current April 1 to March 31 certification period. However, Oregon does allow courses taken prior to Oregon licensure to count toward renewal if completed within the 2 years immediately preceding the license expiration date — this is useful for PTs who move to Oregon mid-period.
